    Response to Intervention:
    Response to Intervention (RTI) is the practice of providing high-quality instruction/intervention matched to students' needs by using learning rate over time and level of performance to make imporant educational decisions. There are three tiers within RTI.
    Tier 3 is the intensive level where students who do not respond to interventions at Tiers 1 and 2 are provided with more intensive interventions and progress monitoring.
    Tier 2 is the strategic level where students who do not perform adequately at core curriculum are considered "at risk" for academic failure. Supplemental instruction is provided at this level.
    Tier 1 is the benchmark level where students receive instruction in an effective, scientifically based core curriculum. Data on students at this level are collected at three times during the year (Fall, Winter, and Spring). URL: http://www.rti4success.org/
    The Dynamic Indicators of Basic Early Literacy Skills (DIBELS) are standardized, individually administered measures of early literacy development.
