“Operation Recognition” Resolution

Establishing “Operation Recognition” a Veteran’s High School Diploma Program within the Central Dauphin School District (CDSD).

WHEREAS, the General Assembly established Operation Recognition, through amendments to ACT 14 of 149,  Section 1611, Academic Degrees, known as the PA School Code; and

WHEREAS, ACT 73 of 2001 established the World War II veteran provision; and

WHEREAS, ACT 187 of 2002 established the Korean War veteran provision; and

WHEREAS, ACT 104 of 2010, established the Vietnam War veteran provision; and

WHEREAS, Operation Recognition allows Pennsylvania School Boards to award diplomas to veterans, who were honorably discharged, and whose high school careers were interrupted by serving in the United States military during World War II, the Korean War or the Vietnam War; and

WHEREAS, the act states that in order to recognize and honor veterans who left high school prior to graduation to serve in World War II, the Korean War, or the Vietnam War, the board shall grant a diploma to a veteran who meets the following requirements; and

WHEREAS, the individual was honorably discharged from the Armed Forces of the United States of America; and

WHEREAS, the individual served in the United States military between September 16, 1940 and December 31, 1946 (World War II)  or between June 27, 1950 and January 30, 1955  (Korean War) or between February 28, 1961 and May 7, 1975 (Vietnam War); and

WHEREAS, the individual attended high school between 1937 and 1946 during World War II or between 1947 and 1955 during the Korean War or between 1958 and 1975 during the Vietnam War; and

WHEREAS, the individual would have been a member of a graduation class during 1941 through 1950 for World War II or 1951 through 1957 for the Korean War and 1961 through 1975 for the Vietnam War but did not graduate due to entry into military service; and

WHEREAS, School Boards may award a diploma to a veteran meeting this aforementioned criteria that attended a high school within the Central Dauphin School District or is a current district resident; and

WHEREAS, the School Board may award a diploma posthumously to an eligible veteran upon proper application; and

WHEREAS, to receive a high school diploma under Operation Recognition, eligible veterans may complete the application process established by the Central Dauphin School District Board of Directors and submit a DD214 as proof of service and discharge status; therefore be it

RESOLVED, that the Central Dauphin School District Board of Directors conduct a first read of this resolution and review its content at the February 12, 2018; and be it further

RESOLVED, that the Central Dauphin School District Board of Directors do hereby adopt this resolution and establish the Operation Recognition Program within the Central Dauphin School District on February 26, 2018.
