•  Title 1, Part A, Improving the Academic Achievement of the Disadvantaged Program, is the largest federal education program for elementary and secondary schools.  Title 1 funds are targeted to low-income schools and districts and used to provide educational services to students who are economically disadvantaged or at risk of failing.  School districts spend time and effort administering these funds.
